Question 500 Request failed Error on Restore Config

I'm working on Mirth Connect 3.5.1
I got an error (see below) when attempting to restore a config backup, same version. Any clue as to the reason for this error?

While testing backup/restore some time ago, an exception was fired because a plugin from the source config was missing in the target installation. I had to install it first, then restore was OK.

Can you explain further? I am not using any plugins that I'm aware of. I really need to restore this backup config so I don't have to manually start over. We all know that that can introduce human error and I'm trying to avoid those type of issues.

FYI for anyone reading this thread. I reinstalled Mirth Connect 3.5.1 and retried the restore of the config. All went through successfully. Not sure, but something may have went wrong during the original MC install. Thanks Tom for your input.
