Default webstat.jnlp take VERY long time without internet access !!! WHY ?

On a prod server (linux debian 9.8), i have the following problem :
when i run webstart.jnlp, the "loading process" take long time (more than 5 minutes).
After searching, i discovered the problem occu only when no internet access.
on this site, i do not have internet access (security reason).
if i place proxy settings in firefox, loading is fast. with no proxy (then no internet), it take approx 5 minutes !!!
looking about settings, i discovered following : without DNS resolution, it's fast.
Then problem is following : at webstart.jnlp, many internet request ... DNS resolve, but no access without internet, then delay, timeout, then 5 minutes.
temporary solution is to remove DNS settings. then it's fast.
question is :
WHO ask internet ? Java ? Mirth ? It's BEFORE launch then during phase "loading 127.0.0.1:8080" !!! normally, no need about internet !!!
if found thoses kind of request in proxy log when proxy settings are ON and i launch webstart.jnlp :

POST http://ts-ocsp.ws.symantec.com
POST http://s.symcd.com
POST http://ocsp.digicert.com

maybe some calls from firefox (but then why it append when i run webstart.jnlp ?). but problem still there :
-with DNS & no internet access : take 5 minutes.
-without dns & without internet access : open direct
-with dns & proxy ok, open direct.

WHY ? Who use internet at this moment ???
How to solve this ?

It looks like it's trying to check the certificate revocation lists.

Thank You very Much for you (so fast & efficient) help !
if it can help others, in debian 9.8, i changed settings via opening (on graphical console) :
/usr/lib/jvm/jrexxxxxx/bin/ControlPanel
I disabled :
"check mixt code security (sandbox)"
"check revocation certificate"
(approx translation, my control panel is in french)
Now, it open fast, with DNS settings OK, without proxy (then without accessing internet)
