Default HL7 Incorrect parsing of ver 2.3

I am using Mirth Connect version 2.1.1.5490 but this issue has occured with all previous versions of Mirth Connect.

I am working with HL7 version 2.3. The MSH.2 is ^~\&

My (partial) PID segment is PID|1|000000000002309|000000000002309^^^^EPI~M0001 53^^^^MR~124-57-8963^^^^SS~M212^^^^PI|M212|BRADY^GREG^^^^||1984040 3|M|

Mirth is parsing PID.3 as
3.1 000000000002309
3.2 empty
3.3 empty
3.4 empty
3.5 EPI~M000153
3.6 empty
3.7 empty
3.8 empty
3.9 MR~124-57-8963
3.10 empty
3.11 empty
3.12 empty
3.13 SS~M212
3.14 empty
3.15 empty
3.16 empty
3.17 PI

it should parse as:
3.1 000000000002309^^^^EPI
3.1.1 000000000002309
3.1.5 EPI
3.2 M000153^^^^MR
3.2.1 M000153
3.2.5 MR
3.3 124-57-8963^^^^SS
3.3.1 124-57-8963
3.3.5 SS
3.4 M212^^^^PI
3.4.1 M212
3.4.5 PI

Is this a bug or is there a parameter I can enable to get this to parse correctly?

Under the Message Templates tab in the Inbound Message Template, click the Properties button and enable the Parse Field Repetitions option.

The properties tab is greyed out. I have tried to find a way to make it active but have been unsuccessful.

You'll find it under the "Source" tab. Data Types I believe it's called.

The only one that should be grayed out when HL7 is set is the incoming of the destinations. These properties can be set on the outbound of the source connector. This is because all of the destinations inherit the inbound properties from the source outbound.
