I also can't connect to Mirth Administrator.
The last time I tried was in July to Mirth Connect 3.0.3 that was fine.
Connecting to that same host today does not work and I'm bound to have numerous Windows and Java updates applied to my PC since then.

I'm running Java 7 Update 71 (build 1.7.0_71-b14) on a Windows 8.1 x64 host.

In the 'Security' tab of 'Java Control Panel' I have the following URL in the 'Exception Site List':
http://dwper-mirth.perth.local:8080

I've also tried with a trailing slash on the above.

I figured it may have been fixed in the newer version of Mirth, so I upgraded v3.0.3 to version v3.1.0 but I get the exact same error as before.

When I go to http://dwper-mirth.perth.local:8080 in my browser it redirects me to:
http://dwper-mirth.perth.local:8080/...n/Index.action

When I click on the 'Launch Mirth Connect Administrator' button and choose to open webstart.jnlp with 'Java(TM) Web Start Launcer (default)' the Java 7 splash screen comes up showing that it is loading and then I'm presented with the 'Application Error' window saying:

Unable to launch the application.
Name: Mirth Connect Administrator 3.1.0.7420
Publisher: Mirth Corporation
Location: http://dwper-mirth.perth.local:8080

When I click the Details button I see the following in the Exception tab:

Have you tried clearing your Java cache?

What version of Mirth Connect are you using again? Sounds like it's 2.x or 3.0.0, since the permissions attribute issue was resolved in 3.0.1.

If that's the case, note that support for Java 8 was added in 3.0.2. So you should downgrade to Java 7 until you upgrade Mirth Connect.

Always include what Mirth Connect version you're working with. Also include (if applicable) the code you're using and full stacktraces for errors (use CODE tags). Posting your entire channel is helpful as well; make sure to scrub any PHI/passwords first.

I've cleared my Java cache as instructed and I still have the same problem as I did before.
Still on Mirth 3.1.0 using Java 7u71 on Win 8.1 x64.

I have a solution to my issue.

In the Java Control Panel under the General tab and in the 'Network Settings...' section, I was using 'Use browser settings'.
My browser is set to auto configure and our network has a WPAD PAC script that directs Internet connections via a proxy server and internal connections to go direct.

Setting the Java Network Settings to 'Direct connection' allowed Mirth to start.
Putting it back to 'Use browser settings' afterwards again, does not stop Mirth from working, so I guess whatever it needed is now cached.

I have no idea why this should be an issue as our WPAD stuff has been working flawlessly for many months for all our browsers.

Anyway, it's a possibe thing to try for others who are having a similar problem.

Jim,

It actually helped me. I started getting an exception while trying to launch .jnlp file. I could not move an inch for whole of Friday and half of monday, untill I did what you did.

java->network Settings->Direct Connection (enable), solved the exception problem.

That is the exact thing, why I like Mirth forums. Every solution is present!
