Description

Protocol properties are set improperly if HL7V2 wasn't used for the outbound protocol but it was for the inbound protocol.

Added checks for inbound and outbound protocol properties separately.
Added check for encodeEntities and added it if it's not there to ensure optimization.

Import converter checks should be for 1.7.1 instead of 1.8.

Changed some import conversion for only to run prior to 1.7.1 versions.
